Need water spout for backyard fixed

A few years ago the county installed some kind of device to monitor water usage near the water shutoff valve in our house and ever since then the water to the backyard spigot stopped working.  Need quote to fix. Valve in piping may have also gone bad but I’m not really sure what caused it to stop working.  Zero water comes out in the back yard now.
